With 40 years of legal experience, Mr. Lazarev brings his unique knowledge of the Russian legal and business landscape to every client issue. Mr. Lazarev has been facilitating foreign business operations in the Russian Federation for over 30 years.
Under his supervision, the firm provided legal support for multibillion-dollar oil and gas extraction projects within Sakhalin-1 and Sakhalin-2, including the construction of the first LNG plant in Russia with a capacity of 10 mln. tons per year; construction of one of the largest brewing companies in Russia; issuance of USD1 billion Eurobond projects; government approval of the production sharing agreement (PSA) to develop the shelf field within Sakhalin-3; and adoption of a law of the Russian Federation on including the Kirinsky block into the subsoil plots for which use rights may be granted on a production sharing basis.
