Real Estate Registration: Electronic-Only for Businesses from 2025
According to Federal Law No. 487-FZ dated December 26, 2024, starting March 1, 2025, Rosreestr (Russian state agency dealing with state registration of real estate rights) will accept applications from legal entities for cadastral registration or real estate rights registration only in electronic format. Paper documents submitted after this date will be returned without consideration.
Who Will Be Affected?
- All legal entities registering real estate rights or placing objects on the cadastral register.
- Exception: If an individual is a party to the transaction (except for equity participation agreements executed electronically).
Who Can Still Submit Paper Applications After March 1, 2025?
- Homeowners’ associations and housing construction cooperatives will be able to use paper applications until January 1, 2026.
